KULTECH is a structural/earthquake engineering firm specialized in precast and prestressed/post-tensioned concrete design. We provide consultancy services and develop state-of-the-art software/products to meet the demands of modern society. Our mission is to "obey nature the to command it", as Francis Bacon said.
Founded in 1997 by M. Ali Kulaksizoglu as AAS&ATAY Precast Structural Systems Co, our company has ever since produced hundreds of industrial building systems, stadium risers, architectural facade panels, box culverts, custom tailored precast units in our facility in Sakarya, the industrial heartland of Turkey. The company was restructured in 2025 by A. Ata Kulaksizoglu, focusing on advanced structural engineering and software/product development.

A. Ata Kulaksizoglu, our General Manager, obtained his BSc in Civil Engineering from ITU/State University of New York at Buffalo in 2008. He obtained his MSc from Bogazici University in 2011 with the thesis titled "Seismic Performance Evaluation of Two-Storey Moment-Resisting Precast Concrete Industrial Structures", and his PhD in 2023 with his thesis "Analytical and Experimental Study of a Motion Amplification Damper for Improving Energy Dissipation Capacity of Precast Post-tensioned Structural Systems".

After working 3 years in Barka Engineering, the most prominent precast engineering firm in Turkey, he gave Reinforced Conrete and Structural Design courses in Turkish Military Academy. He joined ATAY Precast Construction Co. in 2012, gaining invaluable experience (over 100 projects) in analysis, design and construction of reinforced, precast, prestressed/post-tensioned concrete residential buildings, industrial buildings, stadium systems, bridge systems, facade panels, box culverts, tailor-made products.

In 2025, he restructured the company, renaming it KULTECH Engineering and Construction Technologies. The new strategy is to serve the needs of the modern society through advanced engineering of precast/prestressed structural systems, which are unrivalled particularly in industrial structures, where precast/prestressed concrete enables the designer to span long distances under very heavy loads.

Fluent in English, Python, OpenSEES, CSI SAP2000, US and Turkish standards, Kulaksizoglu has published articles in internationally acclaimed scientific journals and holds a patent about a novel seismic energy dissipation damper.
